Impact objectives target quantified outcomes as related to:
  1. lowering the prevalence of drug abuse among local youth, and
  2. preventing or, at least delaying, the age of onset for any substance misuse.

 

Strategy objectives focus on:
  1. increasing the perceived harmfulness of drugs,
  2. increasing the disapproval of friend’s substance abuse, while
  3. lowering the perceived prevalence of use by friends and other youth.

 

Program objectives identify changes among
  1. targeted groups (parents, other adults, youth, and media),
  2. substance abuse services (prevention, intervention, treatment), and
  3. public information (toxicology of substances, and negative consequences of drug legalization).

 

 

Where possible and appropriate, local objectives have been linked to those in the Federal strategy in order to give the community some national standards and outcome measures with which to compare its own progress. Priority One is built upon the foundation of its 2 Impact, 3 Strategy, and 10 Program Objectives. For each of these objectives there are provided in these projections:

  • Impact Targets,
  • Outcome Measures,
  • Identified Sources for Quantitative Indicators of Outcome, and
  • Time Frames with targeted measures expressed in terms of the appropriate baseline year for the indicator selected

Peformance measures provide tools to track, measure, and steer our progress on the community’s path to Priority One. Selection of the specific measures have been based on the consent of local experts involved in The Miami Coalition’s Strategic Planning Process as to what is realistically achievable in the time frame provided. The next phase is to develop implementation activities and responsibilities for each of the Program Objectives. Individuals, organizations, public and private agencies, businesses, schools/universities, and the faith community will be asked to incorporate the objectives of Priority One into their own programs and activities. A series of strategy implementation Community Planning Forums will be held through the summer and fall of 1998.
