Message from the Office of the Governor.

"Small businesses are a vital part of the economy of the state of Florida.  In 1997, Florida had 355,426 businesses and 98.9 percent had less than 500 workers.  Small businesses produce $18.5 billion in income in our stat.  Florida has a particular problem with its level of drug abuse.  My overview of the state of Florida's incidence of drug abuse leads me to believe it is disproportionately higher than the nation as a whole.  If the nation is experiencing a current drug use rate of 6%, Florida is about 25 to 30 percent higher at 7.5 to 8 percent.  We continue to have an unacceptable drug and alcohol problem among workers in Florida and I applaud your efforts to reduce it by the creation of drug-free workplaces with sponsorship form the Small Business Administration."

Jeb Bush
Governor of Florida
